17 R4, service and warranty complaint

So i bought a Dell Alienware 17r4 since march 2018 which is last year and i am an international student from Vietnam. This month, i come home which only for a holiday break and my Alienware was starting to have issues which the graphic card which also affect the motherboard. 

At first, i contacted Dell Vietnam and they told me to contact Dell USA, sure i was totally fine since i bought it in the USA. After doing some chit chat with a tech support from Alienware they told me that my "BASIC Warranty" will let me get fix after doing the transfer tag because i only stay here for a couple months until i went back to the USA and i have to wait for 15 days or something. 15 days later, i contacted Alienware tech again and this time, the guy told me to upgrade to the "PREMIUM warranty" in order for them to fix my laptop. So was the first guy lie to me or Dell trying to scam customers in order to get more money? And if i bought the premium will DELL promise to fix it or having me do something else? This needs to be fixed with a fully new system whether a new 17r5 over the 17r4 or a desktop version anything less would be unacceptable. Or at least get my laptop fix for me! This long BAD warranty settle was much affected my study due to no laptop use. If DELL not working with me on my case and continuing to provide this BAD services and keep excuses postponed reasons then i probably have the right to public this case on social network and send to USA news.

So i just bought a new premium warranty for my Alienware 17r4 but i have to go back to my Country which is Vietnam during the summer. That means i have to transfer my system back to my country but somehow the warranty did not transfer with the system. That means i just lost the whole new warranty which i just bought on May 3rd and you guys all know that premium warranty wasn't that cheap. Someone from Dell should help me on this since i contact support but no one answer me or anything is it a scam warranty from Dell?

Premium support and premium support plus are internationally transferable. I asked my uncle in US to buy dell 5577 with 3 yr premium support and bring it for me to India. The transfer process of warranty took 15 days and everything is fine now. If you don't receive any response from them through email, call them. The terms might vary from country to country.
