Unfortunately I dont have an answer for you, but I am experiencing the same issue. We are in the process of implementing Avamar and I am struggling with the Cluster Tool Config just as you describe. We have a DAG split across two sites. One acts as the active and the other the passive. We want to back up the passive. I tried the Cluster Config on both the active and passive nodes with the same results.
I had one EMC support call where the tech started with what appeared to be a bunch of trial and error attempts. He wanted me to failover and at that point I had to cut him loose. We can risk this kind of troubleshooting in a production environment. I would much rather have the cookbook resolution for what has to be done.
Did you ever get the issue resolved ? I would appreciate any info if you did.

Was your implementation ever completed successfully? We are going to do the same thing with our split site and backing up from the passive site only.

We seem to have the same issue with Exchange 2013 - did you ever find a solution?

I have similar problem and resolved with this articles:
Knowledge Base Article: 000456238 Avamar Cluster network name resource failed to create its associated computer object in domain
In my case the exchange nodes servers are in another Organizational unit in Active Directory.

I recommend that you open a service request for this issue.
