As Sandeep said above, checkpoints are controlled by the maintenance scheduler. In Avamar 6.0, the second checkpoint is always run at the end of the hfscheck.
Based on the schedule you've posted above, your backups start at 20:00 on most days. If nothing on your system changes between 9am and 8pm, there is no reason to change the runtime of the second checkpoint since both checkpoints would contain the same data.
I would like to change the second checkpoint schedule because I think it´s most useful running at differents moments.
Please note in the sched.sh --wide command output that GC, Checkpoints and hfs does not appear. I am sure that these tasks are running regular basis. I´ve seen it in the Enterprise Manager page.

Hello,
Checkpoints are generally scheduled as per maintenance window of the Avamar server.
In Avamar v6, the first checkpoint starts with the start of maintenance window and second checkpoints starts just after the completion of HFSCheck.
So, we can't schedule the second checkpoint, it starts on its own when HFSCheck completes.
Can you please paste the output of 'sched.sh --wide' from Avamar server and the screenshot of Backup/Maintenance windows from Avamar administrator GUI
May we know why would you like to change the schedule of second checkpoint
