The "Back up System State" option is the Avamar legacy system state backup. The legacy system state backup method runs ntbackup to generate a SystemState.bkf file which is then backed up to the Avamar Server.
If you are using the HBE option, you do not need to select the "Back up System State" option.
In trying to keep a minimum amount of Datasets, Groups etc... I tried enabling the Avamar Server Restore Option (HBE) on my Windows Dataset, which is applied to a group that contains both Windows 2003 and Windows 2008 servers. All of my Windows 2008 Server backups are now Completing with Exceptions, and the error 9908 is that HBE is not installed.
Does this mean to avoid these that I will need to create two (2) datasets and two (2) groups, one 1 HBE enabled dataset/group for my Windows 2003 servers and one 1 non-HBE enabled dataset/group for my Windows 2008 servers?

You can also use below lag to enable HBE in avtar.cmd on all windows 2003 machines rather than in dataset. So that you don’t have to go for two separate datasets.
