You are correct in your shutdown & startup steps. One thing that I would add is that you stop all I/O before you shutdown both controllers on your SC4020.
Please let us know if you have any other questions.
There is not a way to power on a Compellent system other than the power switch. Your compellent needs to be powered on for 10 minutes before your idrac can be used.
Please let us know if you have any other questions
Speaking of idrac on my sc2020 dont really have an idrak, have this BMC logon, however really dont see much of the purpose. What do most use that for on teh SvC2020? Lastly wondered if you knew of any way to change the offset of the fans? Seems pretty loud and overpowers three 620s in same rack (each with 8 drives).
The BMC is used if you had a fluid FS system attached to your SCv2020. Do you know the current version of SCOS that is installed, or have you upgraded the SCOS recently?
Please let us know if you have any other questions.

Is there any way via BMC or console to power the unit back up after you used the Storage Manager to shutdown.
Seems crazy you have no way in via an ilo/bmc/console/sp/rlm perspective?
