Can Dell stop using India for customer support?

Big suggestion, I bet a lot of people like me can't understand India English. Dell should not hire them to do customer service at all. This is totally a frustration to a loyal customer. Wasting my time by talking on the phone, The guy ignores what I've done to diagnose my PC prior to make this phone call. I've already known where the problem is and I told him what I've done. All I needed was to create a repair case so I could ship my part to Dell. He kept asking me to unplug power cord then plug back in and take video of the power supply. Why wasting my time on unnecessary steps. If this is what I paid for warranty, then I choose not to buy any warranty. Because it is so frustrating. Dell is setting a high barrier on their warranty repair. Keep doing this Dell will lose its customers.

I've had a similar frustration in talking to India employment agencies. I'm surprised I'm the only one to click the "me, too" button.

Dell wants to reduce cost becuase because labor cost in India is cheaper. However, this will diminish the quality of service. I bet a lot people doesn't care about price but they want premium service.

From Dell's perspective, they need to run through their own checks, as there's no way for them to differentiate the people who know what they are doing, from the people who think they know what they're doing.  If they just shipped out replacement parts self-identified by the customer there's no way for them to tell who's just throwing spaghetti on wall hoping something sticks (in which all that spaghetti is going to cost a lot of $$).

But I can imagine it is a big time having to go through all their canned troubleshooting routine.
