Complaint: Inspiron 15 broken after 2 weeks and authorized partner not responding in EGYPT!

Hi,

I hope this reach someone responsible who can do something about it. I purchased a new dell inspiron 15 (3537) which after 2 weeks I founding making static noises when it was off and the adapter connected and not turning on! I sent it to the Dell authorized partner in Egypt, they did not call back or give any update about the computer for a week, though they said they would, then I called the shop where I made the purchase and delivered the computer for repair, they said I have to wait 2 more weeks.
Issues:
1-A new computer was broken in 2 weeks
2-Authorized partner in Egypt not responding to my calls
3-The want me to wait for 2 more weeks! I didn't make anyone wait to get the money when I made the purchase! if this was a faulty machine and they are trying to figure out how to fix it, then I really want the whole thing replaced and I really to to get in touch with someone who I can talk to instead of the customer services representatives who can't do anything for me. This my third dell machine purchase, and the first time I have this problem, unfortunately it was in Egypt and the authorized partner is delivering the worst service ever.

I am US based and unable to access records from other countries. I've emailed you requesting additional information. I will forward to customer service representatives supporting Egypt and someone will contact you as soon as they can.

WARNING Authorized Partner in Egypt "BDL" and their Distributor fahem-it.Do not actually do the repairs they say they did!

Previously I made this post:

And then Thanks to a US based Customer Care Liaison who responded to my complaint, I received my computer the next day and they said that the motherboard was changed. But, after using it for few days I noticed that time and date keeps resetting every time I turn on my computer, long story short, a friend of mine who is hardware specialist for a major telecom in Egypt tested it told me that there is something wrong with the motherboard and it needs to be changed again! And yes I do trust my childhood friend's opinion over those ill mannered people over at "BDL" who thought they made me a big favor to make my brand new computer turn on again, and thought I will not discover they added a faulty part or kept the original faulty part or whatever!
Now I am trying to order the motherboard from Dell Directly and paying for it just to make sure it is New and not faulty! So,
warning: if you are in egypt and had to do repairs in "bdl" check your machine very well they really do not change the parts they say changed or they put in old parts.
