Having a big problem with dell and ownership transfer

I bought the laptop from EBAY.
I am from Israel. I need to fix the laptop fast as posibble since I am a student.
Dell in my country said that they will help me if and only if I will make an ownership transfer to my details.
I talked 7 times with dell support. They did not know even how to help me.
So I emailed "ownership transfer validation@dell.com"
and told them the exact problem Im writing here.
Juile answered me and said that she past this to an agent and I will get an update within 24 hours.
That ofcourse - DID not happen.
So I am a student with no laptop which I took money from my bank for buying this one - LATITUDE E7450.
So this is DELL helping me ? really ?
transfer me from one department to another in circles ?
I really really need to transfer the ownership to my account- to my country for getting my laptop fixed.
someone - I'm screaming ...screaming for HELP.
