How can I contact an English-speaking representative?

Because I work oversea, I'm barred from contacting Dell's customer service by email or online chat. The only way to get in touch is a phone number in the country where I now work -- a country whose language I can't speak. I paid for customer care until the end of next year, but am prevented from speaking or writing to anyone who can actually understand two words of what I say. I'm really not impressed.

Unsurprisingly, if you go on the Dell page to buy a product, then you're immediately asked (by a rather annoying floating window) if you want to speak to an online representative. Dell is obviously much more eager to sell its product than to support them afterward.

Please try contacting Chat support . If the support is Chinese, I would help you with the resolution.

If you are unable to reach them, please let me know the issue so that I can provide you the required support and solution.

I have no access to Taiwan contact numbers. But I shall resolve the issue through the forum. This also might help other customers.

I thank you, Rajeh, for trying to help me, both here and through PMs. Alas, your last piece of advice -- to re-install Windows 8 -- was the only one that worked. It means that I had to spend several more days re-installing Windows 8 and all my programs. I also had to find two drivers that weren't available on Dell's website, and struggle to make the ATI driver work -- and it isn't even stable; from time to time, it just crashes, for no apparent reason. Good thing I don't play games.

Fortunately, Microsoft is now making its own computers, so that's what I'll buy, next time. That should make Windows upgrades a lot less painful. Ironically, with the money I lost from not being able to work for more than a week, I could already have bought another laptop.

Oh, and as I mentioned in my opening post: I don't have access to online chat.

Actually, after entering my service tag, no option is provided for me to contact Dell:
