How do I file a complaint with Dell headquarters?

Hi DELL,

• Purchased an Alienware 15R4 Laptop from Outlet on 8, Nov.
• My order number is . I'm sure that I bought a Laptop with I9+1080.
• Play game and feeling lag.
• Check system information: GTX 1080 MAX Q!
• Check Service Tag:  . GTX 1080 MAX Q.
• Contact DELL Agent on 14, Nov, he told me to 'Contact Outlet sales at  or Chat (M-F 8am to 10pm ET)'
• Contact DELL Outlet sales department at 14,Nov, and check update by mail on 16, Nov. Agent told me'created a ticket for you, our customer care team will be following up with you with the solution.' 
• Keep waiting
• 3 days later, send mail and check update. Got mail 'I did not got any update on that so far so , I would kindly request you to get in touch with our Customer Support department on 1 800 624 9897.'
• Try to contact customer support department on 19.Nov, explain what happened again and again. One agent told I can return or replace. Return will take 4-6 weeks and replace will take 8 business days.
• Choose replace the laptop, the agent told me, he needs access and will call me back so we can move to the next step.
• 2 days later, nothing happened. 
• Writing down this warning on 21, Nov.
