No delivery, No cancel, No refund, What do you want?

I place order ON 06/14/2018, Shipping carrier is pilot, DELL cancels and call back my order for account security reasons ON 6/16/2018, I complain to them in PAYPAL, They let the transport will continue. So I close the case in PAYPAL, Order will be scheduled delivery on 06/29/2018, But nothing happened. I call pilot customer service, the pilot doesn't say anything, Just let me contact Dell customer service. Dell customer service says "Its canceled by internal team on 16 June.", I call they many times.No ones give me a solution. They say this order was canceled, But dell system says this order has shipped, Never delivery my order, And not refund my money. How can I do?
