Did you follow reboot sequence during reboot via serial cable to see if any meaningful message comes there or to see where it breaks exactly? Any spare parts would need to go via support channels.
It is a bit strange, but if this happened after reboot I wonder if BIOS is not causing it. At this point, I suspect you need to raise the call with support.
did you have the boot logs from IPMI, how did you come to a conclusion that its Riser Card, I suggest to raise a ticket with support team to verify the issue.

Tried the serial method with no luck. It will not stay powered on long enough to see anything.
