What firmware is the iDRAC on? It's complaining about the certificate is why I ask. If the firmware is behind at all, you might try updating it to current, then runningracadm sslresetcfg. You could also try adding a -S after your password to bypass the message.
Since updating every firmware via OME wasn't possible due to errors. I tried to update manually only the BIOS & iDRAC firmware (through iDRAC), still same error RED007: Unable to verify Update Package signature.
Are you aware if there is a way to bypass the signature verification?

Currently both R730 have:
BIOS: 1.5.4
iDRAC: 2.21.21.21
