Usually, when a system is powered down, it won't report as critical. It's only that the connection status will report as off/grey. If the device goes red prior to powering down for some reason, the last known health state would be reported (i.e., red). Do you know why your system in this case would be red? It should not be due to simply powering down.
Any system I power down always shows Red in OME. I do run with ALL alerts enabled in DRAC. We power down with shutdown -h now command from OS and systems are healthy with latest firmware. I will confirm if I am seeing this for multiple Gens. Currently we only have 11Gen in this powered down state.
