Interesting...

Well you can try running the VS runtime manually:

.\windows\ManagementStation\support\vcredist_x64.exe

You might also uninstall any existing runtimes.  If that does not work, we may need you to open a ticket to poke around and see what's up.

ManagementStation directory does not exist.

Ok, did you uninstall the older versions of the RT?  Seems like there is something going on with older versions perhaps.

Solved.  Thought that your path was c:\windows rather than the Windows directory in the Essential zip file.

Yes, uninstalled all versions of MS Visual C++ and rebooted the server.  Same error.
