Setting Repository Manager at an International Site

Hi,

Apologies if this is a repost. I wasn't able to find this specific topic on the site. 

I'm planning to setup Repository Manager (RM) at a few of our global locations. My concern with setting RM internationally is if it trys to download anything through the FTP site, will RM connect to a local FTP dell site or will it try to connect FTP site in the US?

Would anyone be able to help me clarify?
