ATI XPERT 98 8M error "display driver not compatible with display adapter"

Formatted hard drive. Trying to reinstall graphics card which is an ATI XPERT 98 8M. I have upgraded to Direct X 9, however, when I start to setup, it warns me that I need Direct X 7 or higher for it to work. Then it stops mid-setup and says:
"This display driver is not compatible with the display adapter installed in your system"
I've tried the setup file from Dell and the setup file from the ATI site. No luck with either.
Any ideas?
