Cant access Setup(F2) or Boot Menu(F12)
For a dumb reason I was restoring the entire (wiped) C drive from an external backup (Disk Wizard).
It seemed to hang up, so I powered off.
Powering on now shows the DELL screen (Inspiron 530, Bios 1.0.10, XP), but stops there. Neither F2 or F12 work.
I have a boot disk, but the DVD drive aint being recognized.
Any thoughts on how to recover this disaster?

You have to remove EVERYTHING. Power, usb, monitor, keyboard, mouse....everything.
Then hold the on/off button down for at least 10-15 seconds. Install everything with the power cord being last.
Turn on the PC.
I know it makes no sense but I have an idea it somehow "drains" power from some circuit elements - or something.
I just went through the same thing yesterday but found out I killed my pc restore function. But I could get F2 and F12 and F8(if I timed it right) doing it.
I still can't get the cd/dvd to get recognize with a restore. That is why I think my restore function is broken. Not sure what I am going to do now because of the way DELL set the restore process up with no hard copy windows 7 install disk.

How did anyone ever figure that out? Is this a Dell-specific thing?
Sorry about your restore. I use Disk Wizard, where it's Backup function creates an entire system image. and provides a boot-disk with the restore function, which is running now.

Maybe try removing ALL USB drives/devices and try to boot from power unplugged state (no power to the machine at all for 10 seconds)

Uh, thanks, but I need power to the DVD drive to boot from the boot disk and also to the USB keyboard.
