No, Dell sold two versions of the Foxconn G33M motherboard, the G33m02 and G33m03, that are essentially identical except for the power regulation section of the motherboard.

The 0RY007 [FoxConn G33m02] motherboard does not support any Core 2 Quad processors, for these you need a  a Dell OFM586 [FoxConn G33m03] motherboard, that supports both, Core 2 Quad and Core 2 Duo processors. plus a 350w power supply

The fastest processors supported by the Inspiron 530 Mini Tower with a 0RY007 motherboard, are as following:

Wolfdale Core 2 Duo, E8400, 3.0GHz, 6MB, 1333FSB, 65W, E0
Wolfdale Core 2 Duo, E8500, 3.16GHz, 6MB, 1333FSB, 65W, C0
Wolfdale Core 2 Duo, E8600, 3.33GHz, 6MB, 1333FSB, 65W, E0

If your 530 was purchased with either a Core 2 Duo, Pentium Dual-Core, or Celeron processor and a 300w power supply, this system usually has either a 0RY007/G679R/CU409 [FoxConn G33m02] motherboard, that only supports Core 2 Duo, Pentium Dual-Core and Celeron processors.

If the Inspiron 530 Mini tower was shipped with a Core 2 Quad processor and a 350w power supply, you have the 0FM586 [FoxConn DG33m03] motherboard.

The 0FM586 motherboard can be used for both Quad 4 & Core 2 Duo processors.

Also, open the case and check the label on the motherboard, to see which version of the motherboard that's installed, or download a free copy of CPU-Z from here:
