Dell 490 Front Fan Running at Full Speed
I picked up a used Dell 490 dual Xeon - all is well except that the front fan is running just over 3,000 RPM - so it's very noisy. I swapped in a fan from a junk T5400 (same assembly) and have the same problem. With SpeedFan 4.47 it shows 3016 RPM - and regardless of settings it won't slow down. Is there a sensor somewhere that's disconnected? Or any other troubleshooting I can do? Or does someone have the exact screenshots to get SpeedFan to slow it down?

I have exactly the same problem with a Dell T7500.
I have reseated all cables (several times) and even replace the the fan AND the front input/output board and the front fan still wont slow down.
The only part I have not replaced is the cable itself.
Can somebody PLEASE describe the way this fan works or a way of slowing it down without throwing an error up. (unplugging the front fan just sets ALL the other fans in the system to full speed).

What version of BIOS?
Is some cable blocking the air vents?
Has the thermal pad or paste between CPU and heat sink dried out and needs to be replaced with a new pad or new thermal paste (eg, Arctic Silver)?

Does the fan start fast immediately or does it take a few minutes? If immediate, it can not be a heat transfer problem. It could be due to a fault on the system board, however. Hopefully not. Most Dells will NOT obey Speedfan or other utilities, such as I8kfangui; older ones do.
The BIOS controls the fans in most Dells. Go inside and remove the CMOS battery for a minute and then replace it so the CMOS data can be refreshed. You could try to reinstall or upgrade the BIOS, but this is risky.
