Dell Inspiron Desktop Stuck in Power Save Mode

My dell desktop computer will not boot up, the fan is running like crazy but the system will not come up.  I have tried pressing F8 to go to safe mode but I can't even get the system to come up enough for that.  My monitor says it's in power save mode and to press any key but this doesn't work, the monitor goes right back into power save mode.  Any advice or help would be greatly appreciated.

SusieD36,
What's the specific model number of your Inspiron desktop? It sounds like the machine isn't completing POST and really isn't stuck in power save mode.
