Video card manufacturers are famous for overstating power requirements. The 7750 is very efficient and its draw at full load is well under 75 watts; I was suggesting you read the user feedback, not the official manufacturer data sheet. Users are reporting the 7750 to work well with power supplies of only 220 watts.
Any card not requiring an auxiliary PCIe power connection consumes a maximum of 75 watts.
The 7750 doesn't need 400 watts; users on Newegg are reporting excellent stability with 220-watt power supplies, and I urge you to read the feedback on the products listed below.

just for reference I am looking to upgrade my graphics card and i need to have at least 400w from my power supply for most of the cards available

HIS iCooler H775F1GD Radeon HD 7750 1GB 128-bit
and
SAPPHIRE 100357LP Radeon HD 7750 1GB 128-bit
both these cards require 400w power supplies
