Dell Optiplex 760 Upgrade
Hello i have a dell Optiplex 760 full size desktop and motherboard model number is 0M858N and i was wondering if i could upgrade to a core 2 quad? and what is the fastest core 2 quad i can use?

The Optiplex 760 with the 0M858N motherboard does support the following Q9550, Q9650, Q9400, Q8300 and Q8200, Core 2 quad processors.
Prior to installing the processor, check that you have the latest BIOS version installed, with version A11 updated Intel Processor's microcode was added.

Thanks can i use any q9400 or is there a certain one i need? and will this pc support virtualization?

Current HyperV virtualization requires Core I3 I5 I7 64 bit SLAT instructions so the answer is not a simple yes or no. The Old virtual PC for XP only required VT-X.

I am looking to run Virtualbox and do i need to change power supply to upgrade to quad core Q9400? also what is the best video card i can run without changing power supply? my budget is around $25.00 i am looking to order from ebay

All Nehalem and later processor have EPT support as part of VT-x. In the Intel product catalog SLAT is with Core iX-XXX (e.g., i5-XXX). Q9400 doesn't have it because it is based on Core2. Which means No SLAT which means virtualization is not working. This is not a Xeon workstation. The system you have only has support for IA-32 (VT-x).
There is no support for Virtual Box here.
Virtual Box 5 DOES NOT SUPPORT XP.
There is no ebay support here.

Most of the current virtualization software requires a Core i CPU minimum. So -- no.
