If the D3D, Direct Draw and AGP acceleration are disabled in dxdiag, it sure sounds like the chipset drivers need to be re-installed. The GeforceFX series of cards are DX 9 enabled.
Direct3D, DirectDraw and AGP acceleration are enabled, and I've tried reinstalling the drivers. But in the notes, it says the my drivers aren't DirectX9 Compatible, and they are instead running in DirectX8 mode.
My next step would be to use the instructions by ChrisM for doing a clean install of the driver. Download the driver from another site with the antiviral software off and use them instead. It is possible that the set you downloaded is the problem and, I would be sure you have the latest DirectX 9b from the Microsoft site installed as well.
I have an XPS bought at about the same time as yours, with the FX 5200. I just ran Dxdiag, and not only is D3D9 available, I was able to test it with the diagnostic. I'm also running the newest driver from Nvidia. I'm pretty sure that it was 9 before I upgraded, though.
As for the 3DMark03, yeah, our cards do not do that well. I was getting something like 870 on the stock Dell drivers! I'm getting about 30% more with the new driver, which sounds similar to what you're getting. (Are you getting that with the Dell drivers, or 53.03?) Although it still sounds pretty low, the difference is significant in some of the tests; the "nature" test doubled in framerate in places, it seemed like.
But the bottom line is whether or not you can make it work for you. If you cut the resolution and FX back, at least most games would play well. Just don't go crazy and turn on FSAA at 1280x1024 resolution! (Although, I did that in my old combat flight sim, and it was just starting to strain. I'll be testing it soon to see how many fps I get, but it was smooth enough.)

Yea...The 'nature' game test's water looks incredible eh? I'm using Nvidia's 53.03, because the dell ones were no good.
I was reading about something between futuremark and Nvidia...Nvidia isn't working with futuremark on their benchmark anymore, because Nvidia wasn't happy with the way things were going. They were saying on the benchmarks, ATI cards will 'seem' to perform better, and ATI is still working with Futuremark, and so ATI will be able to optimize their drivers to perform best on the benchmarks.
run driver cleaner do get rid of all your old drivers, then reinstall. those 3dmark03 scores sound about right. and i believe it was nvidia who was first accused of optimizing their drivers so that they would work better on this futuremark benchmark. and technically ati isn't supposed to optimize their drivers for the benchmark, because that would render the benchmark useless. thats not to say that they don' though.
Of couse they do. Benchmarks control so much of the video card market, it would be insane not to. But Nvidia decided not to put up with having to spend resources optimizing, and called Futuremark out on it.

I tried to install a couple of Microsofts screensavers, both locked my computer up. New Dell Optiplex GX270, XP Pro, 1GB RAM. After waiting for half an hour one day the Valentine screen saver came back and said: "No direct3d device found", so I ran dxdiag. when I tested the directx it said for all three tests: "Test cancelled because you stuck a key" or something very similar. Downloaded nVidia's latest drivers, same thing. Downloaded Dells latest nvidia drivers, same thing. Downloaded 9.0b and got same thing.
Not a gamer so it really doesn't alter the functioning of my computer, but I don't like mysteries.
March 10, I found my problem, or so I believe. I removed Seti@home that was running continuously in the background and now I can use 3D screensavers. doing ancer Research for United Devices now with no problem with DirectX.
