Help with videocard plz!

Hi, got a question about a video card, my system is a dell xps 435t, i recently upgraded the video card from a gtx 460 1gb to a hd 7950, also upgraded the stock psu from the pc to a tx650m, the thing is, after installed the last beta drivers from AMD 12.11 i think it is, i ran a heaven 3.0 benchmark with all the settings on high, and the results were VERY bad here they are:

FPS: 10.9
Scores: 276
Min FPS: 5.5
Max FPS: 27.2
Hardware

Binary: Windows 32bit Visual C++ 1600 Release Mar 7 2012
Operating system: Windows 7 (build 7601, Service Pack 1) 64bit
CPU model: Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz
CPU flags: 2660MHz MMX SSE SSE2 SSE3 SSSE3 SSE41 SSE42 HTT
GPU model: AMD Radeon HD 7900 Series 9.10.8.0 3072Mb
Settings

Render: direct3d11
Mode: 1920x1080 8xAA fullscreen
Shaders: high
Textures: high
Filter: trilinear
Anisotropy: 16x
Occlusion: enabled
Refraction: enabled
Volumetric: enabled
Tessellation: extreme

what could be the problem? im using the stock mobo that comes with the xps 435t, and the stock ram (8gb) and cpu, and as far as i know the i7 cpu its very unlikely to cause a bottleneck, any help will be much apprecuated ty.

I did a little testing, uninstalled all the drivers, and reinstalled my old gtx460 1gb, and ran the benchmark with it, it kicked the hd7950, got a 446 score with it all settings on ultra and got a top fps of 41, then i reinstalled the hd7950 along with the drivers (Not the beta ones this time) and the result was same as bad super <ADMIN NOTE: Profanity removed as per TOU> . i have seen other persons with the same gpu + i5 cpu getting around 1700 score on the same benchmark, so i think my card is defective, going to replace it today, maybe ill just stick with nvidia.

did you try refreshing a experience index score from system properties before running the benchmark. Also uninstall the drivers and nvidia control centre before installing Ati and catalyst software. Update the bios to latest version and run the benchmark again.

wow, nice upgrade, but it requires 2-6 pin connectors, and alot of power-dumb question is it plugged in?do you have PSU that will run it under loads?,the pci-e slot will only give it 75 watts, your fps scores tell me its not getting power-?
