Hi Dell Optiplex 3020 RAM Upgrade Not Working

I Upgrade DDR3 4GB 2R*4 PC3 on my Dell Optiplex 3020 but when windows start up and I can't logged on my keyboard and Mouse not Responding.

If any thing you can help me or have a solutions for this problem.
