Optiplex 170L upgrade advise

IMO this is a bad idea and a waste of money. Save all the money you would spend and buy a new computer. That optiplex is a budget model business computer with severe limitations-- 2gb memory, pentium 4, age of computer, etc.

I bought a used GX620 for $67 including shipping. The GX620 has a PCI Express 16x slot, uses DDR2 memory and supports SSDs. Upgraded in that fashion my GX620 is quite comfortable with Windows 8 Professional.
The 170 would do eight years ago as entry-level, but it's quite obsolete now.

would the optiplex 745 be better than GX620?

The optiplex 745 is more recent, so it would be better for that reason. I don't think that the GX620 supports the Core 2 duo/quad processors (somebody correct me if I'm wrong, I would like to know), but the 745 can support the 65nm Core processors (I have a 745 upgraded to the core 2 quad q6600), and the 755 can support the 45nm Core processors.
A 745 or 755 combined with a recent graphics card makes for a pretty capable budget computer.

I think you're right there.
Someone here tried to install an E6300 in a GX620, and reported that it didn't work.
