Optiplex 7010 win 7, 64bit- Can not wake computer from sleep, using keyboard or mouse. Ideas?

I have tried multiple ideas to try and fix this problem, none have worked. The biggest problem is, the there is no Power Management tab in the Device Manager. That means that you need to push the power button every time I walk away, I am using this as a home office PC, and am up and down all day and night. I have had Dell computers for over 25 years, and never had one that would not wake using the keyboard or mouse. Why would you even sell a product that doesn't have this option?
