Optiplex 780 not getting past POST. No beep codes

Optiplex 780 recycling into and out of the POST in a continuous loop that lasts about 5 seconds. No beeps or number codes. Left computer alone for a few days and came back and reset the CMOS by pulling and replacing pwd jumper. That worked once, but problem returned on reboot. Can't take computer to nearest Dell service center as I am in the middle of the DR Congo and that center would be about 800 KMs from here. Any thoughts on cause and/or repair? I've downloaded the BIOS update and will install if I get it running again but I shoudn't think that will help since it is the POST test failing.

Hi stillblue,

I suggest you to remove the static charge by removing the all the peripherals connected, press and hold the Power button for 20 seconds. Reconnect the peripherals and check if the system completes POST. You may also try reseating the memory modules and check if the static charge release fails to fix the issue.

Please let me know about your findings.

I always discharge the static as a matter of course, usually for one minute to be sure.  I have replaced the RAM, swapped out the power supply and reseated the processor. Disconnected all USB items, the monitor, hard drive and DVD. All to no avail. This is a one week old computer. As stated earlier, resetting the CMOS worked once after computer off for a few days but I have been unable to duplicate that success.

Thank you for your reply and for providing an update on the status. I apologize for the delay and unfortunately, direct service in not available and you need to get the system fixed at the Service Center.

Unfortunately there are no service centers here so you are saying that I am <ADMIN NOTE: Substitute character removed as per YOU>? The World Bank is sending me 85 of these units and out of the 16 installed two have had this problem. I hope that is a fluke because a 12% failure rate with no online assistance is a great way to drive away clients. When I tried the online service center it said my service tag was from somewhere else, not where, just somewhere else. I pursued that and they requested additional info which I sent, still no reply 4 days later. Like I don't already have enough headaches trying to keep things working here.
