Always include the version of Windows in your posts.
Don't see a p2412hb monitor listed. Is that the correct model number? I only see a p2412h and p2412hf -both in the same manual.
Is this something new or always been a problem?
Do you have to set the monitor via its On-Screen-Display (OSD) to use DVI input, instead of VGA?
Both the 2412h and 2412hf have built-in diagnostics. Have you run those? These 2 monitors support : Windows XP (32 and 64 bits), Vista (32 and 64 bits), Windows 7 (32 and 64 bits), so they may or not work with Win 10.
Read the part in the manual about "If you are using a non-Dell computer (portable or desktop)" in the 2414h/hf manual too.

BTW: the h and hf monitors each have their own drivers for Windows. Did you install the correct driver for whichever monitor and version of Windows you're running?
Be sure to select the right OS before downloading any drivers.

If you swap one of the other monitors does that other one work with this PC?
I think Dell monitors have a 3-year warranty, so if your warranty is still good, contact Dell Tech Support for assistance.
Not sure it's worth even trying to fix a bum monitor, assuming you could get the parts...
