PC starts automatically when plugged in... or shut down
How's this for random pc shannigans. Anytime I turn off my desktop, it automatically comes back on after a few seconds. I have to unplug it to keep it off. Otherwise, it boots back up if I shut it down. Even when I unplug it, I still hear a sound that seems like the fans are trying to start up, but then quits. The only way I can turn it off and it will stay off is to hold down the power button when running.
I've already checked my bios to see if there is a setting telling it to turn on for any random reasons, like bc active nic. I've tried clearning my nvram b/c I read somewhere that it might help.
Sorry if this is the wrong forum. I'm not really sure what is causing the problem, hence wasn't sure exactly where to place it.

Microsoft Windows XP has a feature that will automatically restart the machine when it encounters an error. This is known as the crash control option. If the error is not resolved by the restart, the operating system may continue restarting in an infinite loop.
To resolve this problem, perform the following steps:
Start the computer in Safe Mode.
Click the Start button and then click Control Panel.
The Control Panel window appears.
Double-click the System icon.
The System Properties window appears.
Click to select the Advanced tab.
Click the Settings button in the Startup and Recovery field
The Startup and Recovery window appears.
Click to remove the check next to Automatically Restart under System Failure
Click OK on the Startup and Recovery window.
A warning message appears.
Click OK to close the warning message window.
Click OK on the System Properties window.
Click the Start button, click Turn off the computer, and then click Restart
