Ho Afgforlife,
Can you tell me what you have now? It would also be helpful to know what's your most demanding game.

You need to check if there's available space inside the Studio 540 Mini Tower case, for the GIGABYTE nVidia GeForce GTX 560 Ti SOC 1GB DDR5 card.
Plus the Studio 540 has either a 300w, or a 350w power supply, to use this card, the power supply would need to be upgraded to a 500 Watt or greater power supply, that has two 6-pin PCIe power connectors.

The dimensions of ATI 3400 will be different from the GIGABYTE nVidia GeForce GTX560 Ti, as this is a 'monster' of video card, you need to check that the lenght of the GIGABYTE card, to see if it will fit into the Studio 540 case, I believe the Gigabyte's card's dimensions are 13"L x 2.9"w, you should be able to verify these dimensions on the manufacturer's site.
Not certain what you mean by 'how i can check what is my PSU'.
To check the default power supply's wattage, open the case and read the unit's label.
Dell Studio 540 Mini Tower, can use most generic standard ATX power supply units, with either a 24-pin or 20+4-pin main motherboard power connector, with or without the on/off switch.
You should be able to buy a compatible power supply from either a local or online computer store.
Note: You require a power supply with four SATA power connectors and two 6-pin PCIe power connectors
Check out the Corsair/Antec brands of power supplies.
