Vostro 420 beeping continuously on boot

Hey there everyone,

I have a Vostro 420 running Vista.  It has run well for a couple of years now.  Recently, I can't boot it up anymore.  When I press the power button on the front, it turns blue, internal fans start, disk spins up. Then there is a single beep (successful POST I believe), the Dell logo shows up on the screen.  As it tries to boot from the disk, the screen goes blank with the cursor blinking in the upper left corner, then it starts beeping continuously - forever.  The beeping is coming from the system board near the processor.  I can Ctrl-Alt- Del to restart computer.

I have run all of the Dell diags and it passed: Processor, RAM, Disk, System board.   I pulled the only PCI card, video, disconnected the HD. 

What might be causing the beeping problem, how do I diagnose this?

Hello,

 I would like to suggest few steps in order to isolate the issue.

1. Disconnect all the peripherals from the computer. Ensure only the Power cable, Monitor, keyboard and Mouse is connected to the computer. Try to Boot the computer. If that doesn’t work follow step 2.

2. Run the Dell Diagnostic. Ensure all the hardware components like hard drive and video card are connected.
-- Restart the computer.
-- Keep tapping F12 on the Dell Logo Screen.
-- It takes you to the Boot Menu.
-- Select Diagnostics and press Enter.
It runs the hardware diagnostics and would give you a message. It passes or gives and error msg. Please note the message irrespective of the message. 
-- If the test fails capture the error code and post the same and would let you know the next course of action.
-- If the test passes on all the hardware components follow the Step 3.

3. Disconnect the Video Card from the PCI slot and try to boot. Check what happens.  If that doesn’t work follow step 4.

4. Boot the computer to Advanced Boot Option.
-- Restart the Computer.
-- Keep tapping F8 on the Dell Logo Screen.
-- Select Startup Repair.
