Where can I get a Product Recovery CD for Windows® 98 Second Edition (SE)

You're going to have to buy a new copy of Windows 98 SE. This is assuming you can still find these.

Dell won't sell (legal reasons (Microsoft license agreement)) the product recovery CD seperate from a system, and I highly doubt they still offer Win98 thru their "Software and Peripherals" division, as 98 has been End-of-life for a while already.

You need the NON UPGRADE version either OEM or Retail. If you want to use the Key on the side of the system then you need the OEM. Retail will have a different key.

I tried your suggestion, and I have a complete copy of Windows 98 SE, but the registration number on the side of the computer is not recognized.

What is worse, the standard product does not have support for the built in ethernet connection?

The ethernet connection is my biggest problem right now.

The COA sticker on the outside is for OEM WIN98SE.  Retail copys have a different Serial number on the outside.

You need to install the Chipset driver for the GX110 then the 3COM driver. It will probably find the 3com after the chipset is installed. The WIN98 is NOT the same as WIN98SE. You will need a DIFFERENT CHIPSET driver for WIN95/WIN98 than WIN98SE/ME/2000/XP.

I usually Recommend keeping 6.3.1007 around as it supports 98SE/ME/2000/XP/2003 server.
