dell precision 390 wont turn on at all

 went to clear my cmos and my passwords. miss understood directions  . I removed password jumper,cmos battery,and then turned power on.(Bad news i guess.)When system started to bootup I pushed power button and shut it off.Well i replaced jumper, and battery and turned it on......Nothing but led inside computer came on . figured  i had blown power supply since its fan did not even come on.So i replaced it and still nothing Help me Please,.Oh ps before i did this i deleated my raid0 drive and was unsucessfuly trying to reinstall windows 7.
