msgina.dll failure/trying to reinstall Windows XP

The other day, I had turned on my computer and found that several windows popped up saying "bad image", etc. and then the last one was:

User Interface Failure:
The Logon User Interface DLL msgina.dll failed to load.
Contact your system administrator to replace the DLL, or restore the original  dll.

Now, I've already tried the 2-part resolution article on the Microsoft Support website, but my last good configuration just repeats the same messages. 

I've settled with reinstalling/repairing Windows XP, however, when I reboot my computer, the computer won't read the disk and it seems just to continue with the same message and restart phase.  What should I do to finally log onto my computer and fix this?

Start with the Dell diagnostics - run a surface test of the hard drive. F12 at boot or use the CD if you have it.

I ran the IDE diagnostics test; Drives 1 and 3 said there was no IDE Device.  What does this mean?

What model is your Dell? It may not have IDE drives.

To resolve the reinstallation problem, you must set the CD-ROM drive as the first boot device. See here.

Got an advanced software technician to help; my computer is now being cleaned of all its files (forgot to backup most of them, oh well:smileysad:) and perhaps it will finally work.  Thanks to everyone, though, for their input!:smileyhappy:
