Ummm....."found this computer"...??

Sorry, nothing personal, but how do we know it's not a stolen computer?

If there's a Service Tag number sticker on the tower, you should contact Dell and/or the local authorities immediately to report that number. Dell can identify the original owner using that number and contact them about its current ownership status.

NOTE: Do not post the Service Tag number here or on any other open forum.

Thank you.

I do not assume that you are a criminal.

Typically you can start a Windows XP machien in safe mode and log on as Administrator without any password.  And once logged in you can then create new user accounts, delete existing user accounts, or change the passwords on existing ser accounts.  To start a Windows XP machine in safe mode tap the F8 key repeatedly after the power on self test (dell logo screen) completes.  You should then see a short menu of start up options that includes 'Safe Mode'.  If you don't see the menu then shut down and try again.
