Monitor distortion

I just got over, had it cleaned up that is, the FBI MoneyPak virus. One problem that lingers is that my graphics are distorted by 90 degrees. My toolbar, instead of being at the top of the page running left to right, is now on the left side of the page and runs up and down. The only way I  can use my computer is by standing it on the right side of the monitor. Help, I am not educated in computer tech and need a solution. Any help will be appreciated

KJK62,

You should be able to click your mouse on the toolbar, hold the button down and drag the toolbar wherever you want it?

no that doesn't work, the problem is either with the grapics card or the driver. Thank you for your input

What specific model of Dell computer and monitor?

Boot the system into Safe Mode (Restart, F8, Safe Mode). Is the taskbar correctly on the bottom? Restart into normal mode.
