Onboard video adapter does not display with PCI NVIDIA adapter card plugged in

An NVIDIA GeForce FX 5500 in PCI bus 3, device 6, function 0. Monitor is display 1 and displays fine.

Onboard video is ATI Radion HD 54200 is PCI bus 1, device 5, function 0. No monitor is recognized.  Display status is "This device is working properly."

Drivers are up to date (according to device manager device drivers are up to date.

With NVIDIA card removed on board adapter works fine.

Dell Inspiron 570, Windows 7 Enterprise, service pack 1.

Is there a hardware or software settings to get both video adapters active?

modern motherboards shut off on board graphics when you plug in a graphic card ... no way around it ... if you want a modern pc to run two monitors you need to put in a PCIe graphics card ... they support multiple monitors running off the same graphics card.
