Best time to buy?

How often does Dell change its Smart Values or other promotions?  If weekly, which day of the week is the first day of the new promotion?  Does the Small Business site generally offer better deals than the Home site?  Is there a better time of the month and/or year to save more money when purchasing?  Can coupons be applied to Smart Values deals?
 
Any and all input to help save money when making a purchase is very welcome.  I need to buy both a notebook and a desktop soon.

I felt some of the lowest prices I've seen were around the weekend of black friday after Thanksgiving weekend when I was shopping around for our new Inspiron 1505 which we brought back then. I will anticipate that there will be a bill push to sell computers already loaded up with Vista after Jan 31st. Everyone will have their 'Loaded with Vista' computer sales. I of course will wait till Jan 31st before they send us our copy of Vista upgrade for our computer. Its something to consider since your so close to that new operating system install time.
