Can Windows 8.1 Single Language be upgraded to Windows 8.1 Professional?

I am interested in purchase of inspiron-15-5558-laptop http://www.dell.com/in/p/inspiron-15-5558-laptop/pd?oc=x540568in8&model_id=inspiron-15-5558-laptop but it comes with only Windows 8.1 Single Language (64Bit) English.

Can I upgrade it to Windows 8.1 Professional version?

If yes, what are the charges (if any).

The upgrade to 8.1 Pro (8.1 Pro Pack) ended availability on October 31, 2015 -- you can upgrade but will need to purchase an upgrade license to Windows 10 Pro -- which makes much more sense anyway.

The standard price for Pro upgrade is $99.

The answer to the first question appears to be yes -- you can still develop apps for 8.1 on 10 (or compile universal apps for both 8.1 and 10).

Just about all new systems will fully support Windows 10 - no, the upgrade to 10 won't affect the system warranty.

Can you confirm whether with Windows 10 Pro, I can develop Windows Phone apps targetting Windows Phone 8.x (not Windows Phone 10)?

In addition, will there be any impact on the system? Will all drivers etc. keep working?

Lastly, will it affect the warranty?

You mentioned that there's an upgrade option from Windows 8.1 Single Language (I suppose this is equivalent to Windows 8.1 Home but with single language) to Windows 10 Pro and that the standard price for Pro upgrade is $99.

Where can I purchase such an upgrade in India. Can you provide some links/suggestions? Online purchase is preferred.

The Windows 10 upgrade is readily available from just about any computer supplier you choose.
