Latitude D620, dim, but readable screen
I don't think the problem is the inverter or LCD as the screen is readable, just dim. I ran the pre-loaded diagnostics and it passed the inverter, cable and LCD tests. I Downloaded a bootable diagnostics test from support.dell.com using my service tag. The brightness and ambient light sensor tests both increased the brightness on my display to the maximum, but returned them to the previous usable, but headache inducing state of dimness when the test ended.
The BIOS settings show that the display brightness is set to the maximum both under battery and AC power. The Fn up/down arrow keys, that usually control brightness, have no effect at all, up or down, same with the ambient light sensor when enabled.
All drivers are up to date, I reflashed the BIOS and reinstalled the graphics driver, no luck.
I am not sure what else to do, has anybody else run into this sort of problem?

I generally do not post information in forums, but I decided considering I poll forums to help me out in my PC repair business, maybe someone would benefit. I tried a numerous amount of hardware options as listed below, but only one of them came back without any problems.
System was updated with a Dell D620 XP Image
Updated Video driver - nothing
Removed Dell QuickSet - nothing
Updated BIOS- No help
Swapped out inverter - Nothing
Swapped out screen because I had LCD problem, so I guess this really didn't matter
I ran Diags which stated there was a problem with the inverter
Updated unit with Windows 7- same problem
I noticed the Dell Logo always appeared fine. Conclusion. I re-installed the XP Dell CD Opsys- Everythign worked great. I am thinking it was some APM or Dell utility that conflicted with some */dll file. Weird, but hey it worked.

I wanted to provide an update. It appears that it is the Intel Video Accelerator was causing the problem. If you were to lntel settings for the Graphics card. You should see a check mark located by teh power savings. I think this hsould do it. It took me a couple of days to figure it out. Cheers
