Hi Sajid,

Since the issue shows up even after re installing 'Windows', it appears to be a hardware related issue.

1. I recommend you to run 'hardware diagnostics' to check 'hardware functionality' in the system.

You may refer to the following steps:
- Please restart the system
- As soon as you see the blue Dell logo, repeatedly tap ‘F12’ key (Note: If you wait too long and the Microsoft Windows appears, then continue to wait until you see the Windows desktop. Now shutdown your computer and try again)
- After you tap ‘F12’ key, a new window would appear. Use the 'Down' arrow key to highlight the option “Diagnostics” and hit Enter to initiate diagnostics
- Please capture the error code and report

2. If no 'hardware issue' is detected, also try loading BIOS defaults. You may find the following steps useful:
- Power off the laptop
- Power it back on and repeatedly tap < F2 > on Dell logo (If Windows logo appears, shut down the laptop and repeat steps)

- To restore BIOS defaults, tap < F9 >
- Tap < F10 > to save settings and exit

3. Also try re installing 'Windows' again after loading BIOS defaults.

I would like to know the 'Windows re installation media' that you have been using to re install 'Windows'; is it a factory created 'OEM DVD' or a retail version that you may have purchased; or is it a copy that you may have downloaded from the internet? Also share the kind of re installation that you have been attempting; is it a clean re install?

Do reply if you have any further questions. I would be glad to assist.
