Vostro 1520 - Bluetooth Disabled

Okay I have a Vostro 1520 w Dell Wireless 355 Bluetooth.  Occasionally when I boot up the bluetooth is disabled. I have downloaded the btw_on.exe and it still don't enalbe it.  I have to restart several times before it will enable and I can use it. Any ideas?

Second problem; Is there any way to automaticly disable the touchpad when a Bluetooth mouse is connected?
