At this moment in time its cheaper to buy a second hand Latitude E series with a Windows 7 Pro OEM license (free upgrade to Windows 10 Pro) than to buy an individual Windows 7 license.
Any Latitude E Series will perform significantly better than an 11 year old model.
It can be made to run, as long as you have a sense of humor when it comes to patience. You won't be doing anything high performance - and even waiting for Word to load will be tiresome.

We haven't tested this system on Windows 7 and do not have the drivers. We do not recommend to install windows 7.

I agree with the suggestions! As a result, I purchased a new/un-used/not-refurbished laptop with Windows-10 already installed for $130.00.

Funny! I've been running XP on it since 2004... :-) I only use it for wireless access to the internet for emails.
