Best source for that would be the Federal Communications Commission standards in the US, which the notebook must meet.

OK I went there and found some large Pdf files regarding emf's and laptops but I dont have a law degree to figure out what they are saying. Isnt there a dell technician monitoring these posts who might have the information that I want, or at least reassure me over emf emissions from inspiron laptops?

By law each computer must state compliance with mandatory limits on emissions on a label attached to the product. My Inspiron 1520 certainly has such a label.
For more information see the DELL Regulatory Compliance Homepage at the following link:
http://www.dell.com/content/topics/global.aspx/about_dell/values/regulatory_compliance/reg_compliance?~ck=ln&c=us&l=en&lnki=0&s=corp
Using the above link you can access the Product Safety, EMC and Environmental Datasheet for the Inspiron 1720.
