keyboard problem with Latitude E5530

I have a problem on my Latitude E5530 keyboard:

when [LEFT ARROW] and [UP ARROW] are pressed (not necessarily simultaneously), and then released simultaneously, it seems that the OS is not notified that the LEFT key is now up. This can be observed by playing games using the arrow keys.

This doesn't happen systematically, and suggests a hardware issue.

This is just an example, this bug happens also with others keys (like

+[DOWN] on numeric keyboard => [DOWN] remains "pressed").

Is it a new feature, or a bug? Apparently Dell "improves" keyboards by adding ergonomic stuff like backlight or new design shapes, but doesn't care very much if - because of this "improvements" or because of poor testing of third-part manufacturers - the most basic uses of the keyboard are still possible. Too bad.

I've already notified a similar issue in 2007 about "LEFT+UP+SPACE impossible", see service tag  Service tag removed per privacy policy>, but apparently it was totally useless because it seem that all Dell computer have this new "feature" (hence my question above).

How are we supposed to report issues to Dell?
