2350 Stuck on Dell Logo

When I boot my Dell Inspiron 2350 from powered off it gets stuck on the Dell logo. It doesn't even get as far as the Microsoft 'spinning circle of dots'. So all I can do is power it off again by holding the power key in and forcing it off. Once I have done that it boots up no problem. The when I power the pc off again using Windows / Power Off the same thing happens again. If I select to power off and restart no problem either. I can get in to BIOS when it has been powered off and I switch it back on again but when I select to Exit BIOS setting and start up same thing again - it gets stuck on Dell logo. Force power down again and it boots up straight away (without any Windows corruption / file checking messages). It has only recently (this month) started doing it and so I have performed a system restore to the beginning of the month when I know it wasn't happening. Restore worked fine but problem still exists. I'm thinking drivers but has anyone else experienced this? Bit of an odd one.

I have found where the issue lies - it is not a hardware thing but is to do with Windows 10 power options. If you go in to the Windows Power settings

Windows \ Settings \ Power & Sleep \ Advanced Power Settings \ Choose what the power buttons do \ Change settings that are currently unavailable

then uncheck the 'Turn on fast start-up' this fixed it for me.

This problem may actually be related to Windows Update, rather than to Win 10 v2004. This Microsoft article says:

"Windows updates might not be installed on your system after you shut down your computer. This behavior occurs when the Fast Startup feature is enabled. When you shut down your computer, your computer actually enters a hibernation state instead of a full shutdown."

Installing some Windows Updates requires a full/complete shutdown, which you only get when Fast Start is disabled. Otherwise, it can hang, apparently trying -but unable- to install some pending update(s)...

Microsoft has to fix this issue or, at the least, change the default setting for Fast Start to disabled, so Fast Start doesn't turn into NEVER Start...

First suggestion is a CMOS Memory reset. Actually considering the age of this model replacing the CR2032 coin cell battery would be a first step.

I would do the battery replacement as I suggested.  The battery life expectancy is only 5 years.

I don't think it can be attributed to 2004 upgrade (I upgraded on 22nd June) as I am fairy confident that I had the issue before then. I cant help but feel that it is a Windows issue though. All drivers and BIOS are up to date and the issue only happens when you shut Windows down 'cleanly'.

Make no mistake that the solution I offered to this issue where by you do not allow 'Fast Startup' is only a work around because if you switch it back on the problem is still there. (not sure why you would have it switched on as it appears to make no difference to start up speed)

Go to the Advanced Power Settings screen for your active power plan. Disable Hibernation, Hybrid Sleep, USB Selective Suspend, and PCI Express Link State Management. Save the changes to the power plan and reboot.

See if that solves the full restarts and "shutdown cleanly" error message when you try to wake from sleep.

That makes sense. I have recently ‘shut down’ after applying an update and not ‘shut down restart’ waiting until the following day to switch the system back on again and finish the update. To be honest I have 2 similar issues with the system. One is this one whereby if I have fast start up enabled and I shut down cleanly it freezes on the Dell logo when I cold start again but a reboot works fine. The other being that if the computer enters ‘Sleep’ when you hit a key to bring it out of sleep it has a think about it but after circa 10 seconds it does a full restart and comes up with the ‘Windows didn’t shut down cleanly’ error message and performs a file check - then starts up ok.

Have you tried doing a full power off shut down?

Try this:

Power off an unplug power adapter from rear of PC
Unplug power adapter from wall outlet
Press/hold power button on PC for ~30 sec
Reconnect power adapter to PC
Reconnect power adapter to wall outlet
See if it boots now
