Inspiron 2350 Touch Screen Stopped Working
Just seems to have quit. No new Windows updates. Running Windows 10 1909 Build 18363.900 installed on 9/30/2019. Checked and no new updates available (Windows 10 2004 is not yet available for the Inspiron 2350).
In Device Manager, using show hidden devices, the HID Compliant Touch Screen has a status of "Currently, this hardware device is not connected to the computer. (Code 45). To fix this problem, reconnect this hardware device to the computer." I looked and the touch screen does not appear under USB devices.
I have run Dell Diagnostics and it shows no problems. I have rebooted more than once. I also experienced a complete freeze after a boot. The cursor could move across the screen, but it could not select or enable any activity. This issue resolved with a reboot.
I am way passed my paid Dell support.
Any suggestions?

Did you check for drivers/software at Dell Downloads? https://www.dell.com/support/home/en-us/product-support/product/inspiron-2350-aio/drivers

Thanks for your reply. Yes, Dell reports that " No driver updates found. Your system has the most recent updates."

And one more thing, reboot and immediately start tapping F12. When the F12 menu opens, look for option to run the diagnostics and run all of them, including RAM and extended HDD tests...

Any "unknown" devices listed in Device Manager or any with a ! or an X next to their name?
Manually set a System Restore point to be safe, then right-click that HID touchscreen entry in Device Manager and select Uninstall.
Then reboot and open Device Manager again. Click the name of your PC at top of the list and click Action>Scan for hardware changes on the toolbar.
See if that helps...

Thanks Ron. I have now run a full diagnostic and it reveals no issues. I also uninstalled the HID Touch Screen from Device Manager, restarted (twice), and scanned for new devices. The Touch Screen does not appear even when I enable "show hidden devices." Any other thoughts?

I should add that there are no "unknown" devices listed in Device Manager or any with a ! or an X next to their name.

Is the touch screen listed in Device Manager under Human Interface Devices? Assuming it's listed, right-click and enable it and reboot.
If it's already enabled, disable it in Device Manager, reboot and enable it again and reboot once more. Then search in Win 10 for settings page to calibrate the touch screen.
And you can also open the Win 10 Pen & Touch page and see if there are any options there that need changing.

I got it back for the moment. Following all the steps Ron outlined that did not appear to work, including disabling the device (which caused it to disappear from Device Manager and not return on reboot), I rolled the system back to a previous restore point. On startup, HID-Compliant Touch Screen reappeared in Device Manager and it is enabled. I will have to see if this restoration is durable or lost on a future restart.

Glad you got it back. Doing a System Restore was going to be my next suggestion...
Manually set a new Restore Point now, and keep in mind that anything that was originally installed after restore point, eg Microsoft updates, will have to be reinstalled, and some update might make touch go missing again...

Ron. I appreciate your support and your providing it in the forum so that others may benefit in the future. I have received many private messages that I assume are well meaning attempts to be helpful but that appear to not have read the problem clearly or suggest solutions that are not relevant to the problem.

Glad to have helped.
You probably got at least one PM from Dell Cares asking for your Service Tag etc.
You can always turn off Private Messaging. Click your avatar at upper right of any forum screen and select My Settings. When that screen opens click Preferences>Private Messenger, uncheck the box at top, and click Save.

Great advice. I hesitate to mark the thread as "answered" as I still do not know what caused the original issue and, given that, I am concerned it will return. Rolling the OS back to an earlier restore point, as you note, removes all beneficial changes made since the restore point so that is not really anything more than an immediate fix (which I do appreciate).
