Inspiron 3647, RAM upgrade error

Just bought 4GB RAM (Samsung) DDR3 DIMM 240 pin, and well, I shutdown the comp, slipped the RAM into the slot, and turned it back on. The button lit up white as it usually did, and so did the small light below it. However, after a sec or 2, the smaller light turns off, and the power button blinks in orange twice, at regular intervals. What did I do wrong and how do I fix it?

So where do I get a RAM that fits the description online? I mean, which model do you think would be best within a budget of $40?
